objectives
WFP Strategic Outcomes, Focus Areas, Expected Outputs, and Key Activities:
Outcome 1: Crisis-affected women, men, girls, and boys across Yemen can meet their immediate food and nutrition needs all year.
To stabilize the food security situation of severely food-insecure people living in IPC 4 and 5 and the most vulnerable and at-risk people in IPC Phase 3.
WFP Strategic Outcome: Strategic Outcome 1 (SO1). People are better able to meet their urgent food and nutrition needs.
Focus Area: Crisis response.
Alignment with national priorities: Contributes to strategic objective 1 of the Humanitarian Response Plan (HRP) and Pillar 1 of the Yemen Economic Framework.
Expected outputs:
Severely food-insecure populations receive unconditional food assistance through nutritious in-kind and cash-based transfers on a regular or periodic basis.
Key activities:
Activity 1: Provide life-saving food assistance to food-insecure households and opportunities for people to transition from relief assistance to self-sufficiency.
Implementation Arrangements Beneficiary Targeting and Registration:
Aligned with the most recent food security assessments and Integrated Food Security Phase Classification (IPC) analyses.
Utilization of rapid assessment tools to target newly displaced persons.
Beneficiary targets: 13.2 million beneficiaries in 2024.
Areas under Sana’a-based Authority: Implementation of a retargeting strategy across 20 districts each month for 2024-2025.
Governorates categorized into Core and Rotating Groups for distribution purposes.
Efficiency measures: Elimination of duplicate registrations and removal of "ghost beneficiaries."
Areas under Internationally Recognized Government: Reduced ration distribution based on commodity availability.
Geographical Location: Implementation in 330 districts within 22 governorates of Yemen.
Transition plan: Calibrated phase-out to enhance resilience, recovery, and livelihood activities for long-term sustainability and self-reliance.

General Guidance and Key Aspects to be Considered During Proposal Development:
Full Cluster Coverage: Proposals should encompass all districts within a specified cluster. Cooperating Partners (CPs) must apply for entire clusters without breaking them.
Cycle Duration: The distribution cycle for GFA activities is set at 45 days.- Cluster
Engagement Cap: CPs
should not apply for more than 50% of the clusters within any given
governorate.
- Geographical Consolidation: CPs are encouraged to consolidate their operational areas, with a maximum of 12 governorates per CP.
- Rotating Groups in Northern Governorates: CPs serving rotating groups must account for only three distribution cycles per group within the FLA duration, prioritizing cost efficiency.
- Segregated Budget Requirement for Northern and Southern Areas: CPs must submit distinct budgets for both northern and southern areas of Yemen, segregated into GFD and CBT. The FLA budget template should include three aggregate budget columns: North GFD, South GFD, and South CBT. Budget breakdowns should be designed on a cluster-level basis, noting shared costs.
- Resource Sharing: CPs should consider sharing resources with other WFP projects and account for funds received from other sources in proposal development.
- Budget Formulation and Structure: CPs are required to prepare a detailed budget at the cluster level using WFP's official FLA budget template.
- Mainstreaming Protection, Gender, and Sustainability: Proposals must integrate protection and gender considerations throughout the project lifecycle, aligning with principles of Environmental and Social Sustainability (ESS) and Accountability to the Affected Population (APP).

Eligibility
Eligibility Criteria for Participation Preliminary Assessment Criteria: PASS/FAIL
UNPP Verification: Completion of NGO profile details with a Low-Risk rating. Incomplete profiles will lead to disqualification.
Valid In-Country Registration License: Required for the North or South area, or both if operating in both areas.
Provision of Adequate Information in the RFQ: Including FLA budget, project proposal, allocation plan per cluster, ESS Screening, Plan of Operation, and Logical Framework.
Past Performance: NGOs should have no significant previous performance issues and must demonstrate high-quality project results.
Real Presence and Expertise: Organizations must have a tangible presence and expertise in delivering food security assistance.
FSAC Cluster Participation: Active membership in the FSAC cluster is required
Strong Coordination with Line Authorities: Demonstrable coordination with relevant line authorities and government approval to operate in respective districts.
Complementary Funding, Programs, and Activities: Ability to offer complementary funding, programs, and activities from other donors or WFP-funded projects.

Succinct description in the proposal of the contextual background, needs gaps and the problem analysis. Clear set out of the project goal, outcomes, outputs and activities to deliver the desired results with sufficient quality and timeliness

Local experience and presence
Demonstration of presence, acceptance and experience with local authorities and local community. Proven working relationship with authorities to obtain clearances/sub-agreements necessary for efficient and effective project implementation. Possession of adequate resources and expertise to implement the project exigently.

Project management
Overall objective of the submitted project proposal is in line with the Call for Proposal concept note objectives. The project design is conveying SMART monitoring tools approach. Illustrating that organizational structure, tools, resources support for the successful execution of the project.

Cost effectiveness
Greater focus and consideration of the project costs particularly the cost per MT and cost per HH. The project should adequately portray value for money; prioritizing critical budget lines and demonstrate ability to complement and contribute resources to the project.
