Tamdeen Youth Foundation (TYF), is a humanitarian Organization which is private, nonpolitical, non-governmental and non-profit making. TYF seeks to support socio-economic interventions to create and secure adequate livelihood opportunities for members of society, and enable them to thrive, grow and participate in making immediate and long-term change, allowing everyone to live in peace and competence. TYF launched its Strategic Plan, covering broader development areas, targeting a larger segment of society and building on the alignment of humanitarian response, development and peace.
TYF currently operates in a number of governorates in Yemen where it has implemented projects in, Food Security, Health, Nutrition, Shelter, CCCM , WASH, Protection, Education  and Empowerment,

2- Overall Purpose/Broad Function:

Tamdeen Youth Foundation in collaboration with other local CSOs, start leading a process of collaboration and supporting each other in facing the challenges and obstacles from either the conflict parties as well as the international partner's democratic policies that made it impossible to respond and address the humanitarian and recovery needs of our communities on time and in a respective manner.

Role purpose 

The role will successfully manage, coordinate and deliver “Localization and Optimization of Humanitarian Response Program”, a flagship and exciting high-profile project supported by a leading global Localization network, across multiple stakeholders (national and international NGO frontline responders, and government. 

Key outcomes 

• Effective humanitarian and developmental programs delivered in a timely manner and with impact in line with agreed aims, funds used for designated purposes, and with high standards of reporting and archiving.  
• Partners and local actors are motivated and have the support necessary to implement program to a high standard. 
• Positive relationships maintained and developed with local CSOs, government, private, national and international partners through effective communication and coordination across Yemen. 
• CSOs’ Initiative has achieved its objectives.

Role agility :     

• Expected travel between south and north of Yemen.     
• In order to respond to ever-changing demands within the environment, the manager will work within an agile framework (both in the workforce and operational) that requires from all employees, a high level of responsiveness and adaptiveness to processes and structures making flexibility and a project-based working approach the norm. 

Role context  

The post is located within Yemen, the purpose of this post is to lead and coordinate “Localization and Optimization of humanitarian response Program, we believe that working through local partners, and greater investment in their humanitarian responses and their leadership role in the humanitarian system, increases the impact for vulnerable populations. It allows us to work at scale and build civil society capacity for the longer term. Furthermore, accelerating the localization of humanitarian response and optimizing humanitarian and development working mechanisms by strengthening the role of local actors is a key operational and advocacy priority for all initiative members, and we strongly support the localization strand of the Grand Bargain agreed at the World Humanitarian Summit. This is a great opportunity to be involved in a challenging, innovative and high-profile localization Programme at the center of the Grand Bargain and to make a real difference in turning the Grand Bargain localization rhetoric into concrete action at the country level. The project will support direct and prominent national and local actors’ participation in humanitarian decision making at national, regional and global levels;

Job Responsibility

Key Duties

• Reviewing and updating the localization workstreams and mapping of the existing NGOs capacity assessment and strengthening.
• Maintain the in-country consensus in terms of understanding and measuring localization of humanitarian aid and Recovery.
• Maintaining the upcoming funding opportunities in terms of effective contribution in developing proposals and budget for new localization and optimization of humanitarian aid’s  opportunities. 
• Tracking the progress and significant challenges of local humanitarian actors in terms of the realization of the focus areas of commitment in the localization workstream 
• Ensure managing and reporting the institutional, policy and political dynamics towards localization.
• Ensure coordination and collaboration of the ongoing national and international localization initiatives and programs to avoid overlapping.
• Providing the recruited consultant with all necessary background information about the program and support all the required researches and surveys that might conduct in the future.
• Ensure that all project deliverables are achieved on effective and timely manner.

• Role requirements 

  Relationships  

  External:  

  • Develop and help deliver a focused plan in conjunction with TYF and initiative's CSOs members for the project’s vision, aims and objectives to internal and external stakeholders, to maximize the dissemination of findings and learning through global NGO networks and coalitions, and to ensure liaison with complementary programs. 
  • Ensure locally led decision-making is upheld on all program content issues in Yemen. 
  • Advise in-country national advisers on compliance with donor requirements, and alignment with Grand Bargain localization aims. 
  • Hold regular project management meetings with local CSOs and national/International consultants.  
  • Managing the initiative's relationships, including formal and informal information-sharing and communication between members, partners and where relevant with other stakeholders.

  Decision Making:

  • Responsible for planning and management of Danida and other localization project-wide work plans, and administrative processes in line with the agreed initiative framework, donor guidelines, MoUs, and government's collaboration agreement.

  Management:

  • Responsible for managing the Danida and oversite of other localization projects.
  • Responsible for creating/developing of any required concept notes related to the initiative program.  
  • Responsible for ensuring project management and governance structures in place understood, and functioning at all levels, working with TYF and the initiative's members.
  • develop, compile and manage the initiatives program risk register and identify them in conjunction with other project consultants.   
  • Compile monthly/quarterly narrative and financial reports for the implemented activities.
  • Ensure ToRs and consultants are contracted according to program outputs thus providing consistency and research coherence across the initiatives' phases.

  Analytical skills 

  • A detail-focused approach to work, ideally with experience of working with complicated and multilevel frameworks and strategic plans. 
  • Ability to locate and collect data from appropriate sources and analyze it to assess benefits and risks of courses of action, and create meaningful internal and external reports. 
  • Contribute to design, ToRs for policy papers, Workshops, and researches. 
  • Develop and manage a monitoring and evaluation LI framework and tools. 
  • Develop and manage a learning framework and revise during pilots.  
  • Ensure project builds in learning from best practices and other response sectors” development and Peace” (Nexus approach)”
  • Developing self and others 
  • Will have project management responsibility for directing work of others in particular the local and international CSOs representatives and taking responsibility for ensuring that work quality and professional standards are maintained.  
  • The ability and desire to promote an open, inclusive work environment that emphasizes cooperation, learning, honest feedback and teamwork are essential and as part of a team will be required to work on his own initiative. 
  • The post holder will be required to provide support and advice to internal colleagues as well as partners.  

Educational Requirement

Essential 

• Proven experience in programming and direct management of complex humanitarian grants and of ensuring regulatory compliance with international donors.
• Demonstrable experience project managing complex multi-cultural partners and multistakeholder projects to achieve effective joint results, with proven ability to take appropriate initiative and to prioritize in a demanding environment and to tight deadlines. 
• Excellent stakeholder relationship management, facilitation, and negotiation skills, demonstrating an ability to work across organizational and project boundaries, from within a single agency and across multiple agencies and with dedication and flexibility. 
• Experience in direct staff and financial resource planning and management.  
• A demonstrable passion for supporting the voice of local communities with no discrimination between ethnics, tribes and the prominence of local and national NGOs and communities in humanitarian decision-making (and therefore the World Humanitarian Summit localization agenda). 
• Experience designing and managing multiple responses approaches (triple-nexus). 
• Fluent written and spoken English. 

Experience Requirement

• Direct experience of humanitarian response through partnerships that support localization in one or more of the programs in Yemen.  
• Knowledge of World Humanitarian Summit Grand Bargain commitments and implementation. 
• Knowledge of business models. 
• Demonstrable experience of getting the best out of complementary networks and partnerships. 
• Experience in designing and conducting evaluations and learning initiatives.
